さてさて、第13巻のレビューです。今回の内容はアメリカと日本の教育制度や学校とのかかわり方の違いを聞くことができます。
このCDの言っていることが、現状すべて正しいかというのは置いておいてですが、日本とアメリカの教育制度ってこんなにも違うのかーと考えさせられます。僕にも子供がいるので（とはいっても、まだ4歳ですが）他人事とは思えないテーマです。
では本題の第13巻のレビューに入ります。第13巻のテーマは「教育」。

Narrator「Mrs.Kaneko and her friend, Mrs.Morris, have lunch and talk about school.」
ナレーター「金子さんと友達のモリスさんは、お昼を食べながら、学校のことを話します。」
Mrs.Kanko「My main concern right now is school. I can’t decide whether to send the kids to a Japanese or an American school. I’m concerned about the quality of the education.」
金子夫人「今気になっているのは、学校のことなの。日本人の学校か、アメリカの学校か、どちらに子供たちを行かせようか、決められないのよ。教育の質が気になるの。」
Mrs.Morris「Well, we live in a very good school district. It’s one of the best in the state.」
モリス夫人「私たちの住んでいるところの学校区はとてもいいのよ。州の中でも一番いいほうなんだから。」
Mrs.Kanko「Really? Is there much difference between school districts?」
金子夫人「本当？学区によってそんなに違うの？」
Mrs.Morris「Yes, it depends on the budget, the faculty, the parents, and the students. A portion of everyone’s property taxes goes to the school. Each district has different budget for their schools, depending on the taxes. Basically, if the taxes are higher, the schools are better.」
モリス夫人「ええ、予算や教職員、親、そして生徒たちにもよるけどね。皆の固定資産税の一部が学校にもまわるわけ。税金の額によって、各学区で予算が違うの。基本的には、税金が高ければ学校もいいってことなのよ。」
Mrs.Kanko「What about schools with lower budgets?」
金子夫人「予算が少ない学校はどうなっているの？」
Mrs.Morris「Those schools don’t have enough money for decent facilities or teachers.」
モリス夫人「ちゃんとした設備やいい先生のためのお金が十分ないってことね。」
Mrs.Kanko「Well, that’s too bad.」
金子夫人「まあ、それはいけないわね。」
Mrs.Morris「Yes, one of the biggest problems is the inequality of the school districts.」
モリス夫人「ええ、一番の問題は学区間の不平等よ。」
Mrs.Kanko「I see. You also mentioned something about the parents?」
金子夫人「そうね。あなた、親のことも何か言ってたわね。」
Mrs.Morris「Yes, many of the parents get involved. I’m a member of the PTA. We have a regular meeting every month in the evening. Sometimes we meet more often if we need to.」
モリス夫人「ええ、大勢の父兄が学校に関わっているのよ。私はPTAのメンバーなの。月に一度、定例会が夕方に開かれるの。必要なら、さらにミーティングをすることもあるけれどね。」
Mrs.Kanko「I was also in the PTA in Japan, but I was not an active member.」
金子夫人「私も日本でPTAの一人だったけど、積極的じゃなかったわね。」
Mrs.Morris「Many fathers are involved here, too. All parents are invited to participate in the Board of Education budget meeting, as well as other select meetings.」
モリス夫人「ここじゃあ、父親も結構参加してるのよ。父兄なら誰でも、教育委員会の予算会議などに参加できるのよ。」
Mrs.Kanko「Wow! So parents get more involved in their children’s schooling here. Parents don’t have much influence in those thing in Japan. The Ministry of Education deciders everything.」
金子夫人「まあ、それじゃ、親も子供の学校のことにもっとかかわれるわけね。日本では、父兄はそういうことに関与することはあまりないの。文部省がすべてを決定するから。」
Mrs.Morris「Really? Last year the fourth grade class size increased. But because of the budget, our school decided to have only two classes.They were also going to have one assistant teacher who would help with both classes.But the parents, of course, opposed this decishion.They said there should be three classes, otherwise each class would have too many student.」
モリス夫人「ほんと？去年ね、4年生の生徒数が増えたの。でも、予算の関係で、うちの学校は2クラスしか作らないって決めたの。アシスタントティーチャーを一人雇って、両方のクラスを補佐するようにしようとしたわけ。でも、もちろん父兄はこの決定に反対したわ。3クラス作るべきだって。でないと、各クラスの人数が多すぎてしまうでしょ。」
Mrs.Kanko「What?」
金子夫人「何をしたの？」
Mrs.Morris「Many parents wrote letters to the Board of Education. They protested the decision, and asked for three classes.」
モリス夫人「たくさんの父兄が、教育委員会に手紙を書いたのよ。決定に抗議して、3クラス作るように要求したの。」
Mrs.Kanko「And how did that go?」
金子夫人「それでどうなったの？」
Mrs.Morris「We won! They changed their decision. This year we have three classes, and a new teacher has joined the school.」
モリス夫人「私たちの勝利よ！決定を変更したの。今年は3クラスになって、新しい先生が入ってきたの。」
Mrs.Kanko「Wow! That would never happen in Japan. Parents don’t even think that they can influence the school’s decision.」
金子夫人「わー、そんなこと、日本じゃ絶対ありえないわ。父兄が学校の決定を左右するなんて、思いもしないもの。」

いやー、長くなっちゃいましたが個人的に興味深いテーマだったので必死に書いてみました。教育ってどの国でも重要な課題で、いかに学習環境を高められるかで、将来の国の成長にも関わってきますから真剣に考えないといけないですね。
